Learning Outcomes

Once fully certified, participants will be able to:

  • Describe the certification process and the role of certified members.
  • Recognize the importance of occupational health and safety and outline the roles of workplace parties.
  • Identify relevant legislation, access information, and understand rights, responsibilities, and training requirements.
  • Describe the purpose, legal requirements, and functions of JHSCs, and how they operate.
  • Understand the rights, duties, and responsibilities of JHSC members and certified members.
  • Identify hazard categories, recognize, assess, and control hazards, and evaluate hazard controls.
  • Explain hazard recognition, workplace inspections, and identify legal requirements.
  • Explain the purpose of, describe, and practice basic methods of hazard recognition, assessment, hazard control, and the evaluation of hazard controls (RACE)
  • Understand reporting and investigation processes for fatalities, critical injuries, work refusals, and dangerous circumstances.

Frequently Asked Questions

A workplace that regularly employs 20 or more workers must have at least two certified members; one from management and one chosen by the workers or union. In a workplace where a designated substance applies, there must also be two certified members. Workers on a construction project that is going to last three months or longer, and employs 50 or more workers must also have two certified members. These certified members will sit on the Joint Health and Safety Committee.
Health & Safety Professionals Inc. delivers a three-day classroom-based and virtual course, which is approved by the Chief Prevention Officer. At the completion of our course, an evaluation will be administered. This evaluation must be returned to the instructor, who will then mark the evaluation. Upon successful completion, Health & Safety Professionals Inc. files the necessary paperwork. In our distance learning course, the participants can complete their courses from their computers. We can also provide classroom training at your workplace.

Part One is generic training and is applicable to all workplaces and sectors. The main topics included in the course are legislation as it applies to the Certified Member, the Joint Health and Safety Committee, and how to Recognize, Assess, Control, and Evaluate Hazard Controls. Part Two training is meant to be specific to the needs of each individual workplace. The employer is expected to determine the training needs based on a hazard assessment of the workplace. This may be done with the Certified Members who have a very good understanding of how to assess hazards.

You will need to take the courses that correspond to the significant hazards which your employer has identified in your workplace. You will need to take a minimum of six courses, or two days of training.

You need to take Part Two training within one year of completing Part One training. There are no exceptions.

If you took your Part One training with us, we will have your name in our database. If you took Part One training with another approved provider, you will need to show us proof of Part One training before you can register for our Part Two courses.

You will need to consider whether the hazard has contributed to a workplace injury or illness or has the potential to do so. How serious have the injuries or illnesses been, or how serious could they be, if the workers are exposed? Have you had near misses, in other words, an incident that could have resulted in an injury had the circumstances been slightly different? How many of the workers in your workplace are exposed to the hazard?

You will need to examine various aspects of your workplace. Review job descriptions and look at what hazards to which the workers are exposed. Review the workplace inspections. What issues have come up in the past? What are the consequences associated with your hazards? Review your Safety Data Sheets, your WSIB statistics, your First Aid records, the minutes of your Joint Health and Safety Committee meetings, general observations, and concerns expressed by the workers. Review the list with your Joint Health and Safety Committee, and get their input. After this review, you will have an understanding of the hazards in your workplace.

Your Part One training does not expire, but you are not yet a certified member of the JHSC. You can take Part Two training whenever you wish, and will then be required to take Refresher training every three years.

Since the employer, in consultation with the Joint Health and Safety Committee, has determined the hazards in the workplace, we recommend that both certified members take the same Part Two courses.

In order to meet the needs of our customers, HSPI delivers JHSC Training Part Two in a unique way. When you sign up for our training, you will see that you have several options: Day One and Two; Days Two and Three; and Days One, Two and Three. We have set it up this way so that you can choose to participate in two (or three) days that best suit the hazards identified in your workplace. Day One – Confined Spaces in the Workplace, Machine Hazards in the Workplace, Heat Stress and Cold Stress in the Workplace

Day Two – Driving Hazards in the Workplace, Slips, Trips and Falls in the Workplace, Biological and Chemical Hazards in the Workplace

Day Three – Prevention of Musculoskeletal Disorders, Violence and Harassment in the Workplace, Stress and Mental Health in the Workplace

Within three years of becoming certified, and every three years thereafter, you must complete a one-day refresher course. This course is to be delivered by an approved provider. A certified member may request a one-time exemption from Refresher Training if he or she is an active member (i.e., engaged as a member of the workplace JHSC within the past twelve months).

A new Exemption form is available for processing the exception that is integrated within the Certification Management System (CMS). This form will reduce processing time. Applicants who meet all exemption requirements are eligible to receive an automatic and immediate approval of their exemption request. If granted a one-time exemption, a certified committee member is exempt from the requirement to take JHSC Certification Refresher Training within three years of their last certification completion date, giving them six years instead.

A certified committee member is eligible to apply for an exemption if they meet all criteria outlined in Appendix B of the JHSC Program Standard:

  • The exemption form is submitted within three years of the member’s most recent JHSC certification completion date (i.e., before the certification expires)
  • They have served as a committee member within 12 months of applying
  • They have not previously been granted an exemption

Committee members who have been deemed to be certified by the CPO or certified by the CPO under the 1996 JHSC Certification Standards will maintain their certifications and do not require an exemption (March 1, 2016).

The new Exemption form can be accessed from the Ministry of Labour, Immigration, Training and Skills Development website.

  1. Click “apply for a one-time exemption”, or access the link directly
  2. Provide the email address for the user who is submitting the request (submitter) to enable the passwordless log-in
  3. The submitter will receive an email with a link to access the new Exemption Form
  4. After clicking the link, select the “Launch” option at the top of the page
  5. Follow the instructions on the form and complete all mandatory fields, filling in the information for the certified committee member applying for the exemption
  6. Once completed, click the “Submit” button to confirm the request

It is important to note that a valid Learner ID must be provided when filling out the application form for the certified committee member, otherwise the request cannot be processed. If all eligibility criteria have been met, the request may be approved automatically. If not all criteria have been met, the request will be reviewed by ministry staff and processed within 10 business days.

Upon completion and submission of the form, the submitter will receive automated email notifications whenever the status of the request is updated. If an exemption is granted, the certified committee member will receive a notification email only if they have a valid email address on record.

You can register for courses using our Course Calendar. You choose the courses on the calendar and select the dates you want to register for. The system will prompt you to create an account. Use this link to create an account. Once you have added the courses to your cart and selected the number of seats, click on “Register”. You can then add participant information for the reserved seats and complete the registration. A receipt will be sent to your email.

Once we receive your registration, our training coordinator will review the registration and a final invoice will be emailed to you. Once we receive the payment, your seat will be confirmed and you will receive your training materials and online link to join the training.
